Want to become a S.A.T.E.R.N. member? The ARRL has a Memorandum of Understanding in place with The Salvation Army nationwide. Through this MOU, ARES members will support The Salvation Army operations. As an ARES or RACES member, I would like to encourage you to participate in The Salvation Army's own amateur radio network called SATERN (Salvation Army Team Emergency Radio Network). SATERN operates under the authority of the Emergency Disaster Services [EDS] Division of The Salvation Army national organization. We serve every part of the World and provide emergency communications on disaster locations and support operations. SATERN has adopted the same exact communications protocols as ARES, making it seamless to operate as members of both groups. There is no conflict in being ARES and SATERN .… just as there is no conflict in ARES and RACES participation or RACES and SKYWARN participation. SATERN provides an added regional seamless support network through our members. As in ARES, we are to communicate with each other and have a plan for communications with the SATERN network when a disaster hits our local area. On January 1, 1999 we began with 8 SATERN members in the Kansas & Western Missouri Division. As of January 1, 2007 we had 176 enrolled members. We have a Division wide HF weekly net setup for communications between members. Other local and regional SATERN nets are shown on the National SATERN web page: http://satern.org. The Salvation Army has been very supportive of our local Johnson County KS ARES group, giving us a free meeting place each month, as well as, a permanent location for our ARES command center at their facility. With the commitment from ARES, they furnished all 8 antennas located there! As a NATIONAL
SATERN member, we are available to monitor the HF
disaster nets and offer assistance for whatever is
needed. You
can also support our local KANSAS DIVISION with
limited assignments. As a KANSAS
DIVISION member, your primary duty on a daily
basis is to report immediately any damage assessment
from a disaster site to the local SATERN County
Coordinator or directly to the local Salvation Army
facility. As an "on the scene" observer
you can provide information, speeding up the reaction
time and ensures bringing what is needed the first
trip. Communications between the various Salvation
Army operations would be our primary focus and may be
requested to be on location at a shelter or in their
mobile units. As
a qualified KANSAS DIVISION member you will have the
opportunity to accept any assignment anywhere in the
US, expenses reimbursed by The Salvation Army.

BrochureSince its early beginnings, The Salvation Army has responded to man-made and natural disasters providing various services to victims and relief workers alike. In recent years, the ever increasing incidence of disaster have required us to expand our ability to respond. This has taken the form of specialized equipment, stockpiled supplies, along with the formation of volunteer teams. The need to be able to communicate with our teams and equipment in the field is essential. Good communications are the key to an effective response to any disaster. The use of Amateur Radio by The Salvation Army will help us to render quick and effective service to those in need. For many years, we had relied solely upon such groups as the ARRL to disperse personnel to us, during a disaster. While this has served us well, we generally had no pre-disaster relationship with these operators. As a result, they have little or no knowledge of our organization, services and capabilities. To further enhance the use of Amateur Radio in our Disaster Services, in 1988 we developed the Salvation Army Team Emergency Radio Network, known as SATERN. SATERN is a corps of Amateur Radio volunteers who have united themselves with the Disaster Services program of The Salvation Army. While we do not exclude the use of other Amateurs during a disaster, this group does provide us with the nucleus of our communications support system. This will provide us with a complete communications capability, along with the use of cellular phones, CB, GMRS and business band frequencies. The primary function of SATERN is
to provide communications for the Salvation Army's
Emergency Disaster Services.
This corps of trained volunteers could also be
called upon to assist in a variety of functions within
the total operation of our disaster team and their
mission of communications. PRIMARY OBJECTIVES OF S.A.T.E.R.N.:
SERVICES AND OPERATIONS preformed by SATERN volunteers may include:
Weekly SATERN radio nets will provide many of these opportunities for training and orientation, along with reports and updates on various disasters and activities. WHO CAN BELONG TO SATERN? Any licensed amateur radio operator is eligible to serve as a volunteer member of the SATERN team. Many SATERN members also participate in other communications groups such as RACES, ARES, SKYWARN and local amateur clubs. Prospective members should complete an application form providing pertinent information about themselves and their communications capabilities. Upon acceptance into the local SATERN team, all members will automatically have their application forwarded to serve as part of the national SATERN program. Members will be expected to participate in regular team meetings, exercises and actual emergencies. All volunteers will be subject to an annual participation evaluation. Story[reprinted from article published in the June 1991- CENTRAL NEWS, Volume 21, Number 6] The goal of SATERN is to
develop a pool of trained emergency communications
traffic handlers to provide support for The Salvation
Army in times of disaster and also to educate
Salvation Army personnel regarding the benefit and
availability of amateur radio in their disaster plan. SATERN planning began in 1988. Art Evans (a ham radio operator who is a volunteer for The Salvation Army in Dubuque, Iowa) and I (then as Disaster Services Coordinator for the Heartland Division) talked about a nationwide Salvation Army radio network within the amateur community. The obvious first step was to establish it in the Central Territory. As the planning progressed, Captain Herbert Fuqua, then Divisional Secretary for the Heartland Division, and Major Robert Bonifield, Territorial Community Relations and Development Secretary, added their support. A series of weekly Salvation Army Emergency Radio networks were established on local, regional and international amateur radio bands to expedite the task. The first SATERN net was held in June of 1988, and these nets have been held continuously since that time. Today, SATERN volunteers communicate on the traditional amateur radio bands through voice, Morse code, radio teletype, computer-interfaced radio (packet), PSK31 and via satellite. Messages are received and sent all over the world. Training sessions are held on the air regarding Salvation Army structure, disaster responsibility and philosophy. Salvation Army disaster news releases are broadcast on the nets and reports are passed from around the territory regarding current disasters. SATERN volunteers have produced their own training manual and newsletter. Soldiers, officers, advisory board members, long-time disaster volunteers and brand new volunteers to The Salvation Army have come on board this network . SATERN has a mailing list of individuals who are part of the official membership or have adherent status. The role of The Salvation Army amateur radio operators have evoked high regard for this service. JANUARY 2007=== Anyone
is welcome to help support SATERN during a disaster.
These Guidelines are to help you in knowing now you
can assist us. The
SATERN County Coordinator in your local area would be
your first person to contact, in the event of
emergency or disaster. The
ARES EC would be the alternate person to contact and
could also be used to provide any needed equipment and
operators. EMERGENCY
NETS FOR KANSAS & WESTERN MISSOURI DIVISION:
During
a disaster in order to accommodate the members in the
disaster area in conserving precious emergency power
and their time ... amateur radio operators and members
are asked to join an emergency net THREE TIMES during
the day [every 6 hours] to support their
communications needs:
9:00-9:15 a.m. on 3.920[+/- 05] 9:15
- 9:30 a.m. on 7.265 [+/- 05]
3:00-3:15 p.m. on 3.920[+/- 05]
3:15 - 3:30 p.m. on 7.265 [+/- 05]
9:00-9:15
p.m. on 3.920[+/- 05] 9:15 - 9:30 p.m. on
7.265 [+/- 05] Monitor
at least 15 minutes and be available to relay or
handle messages from the disaster area. If you
are available to monitor at other times we welcome
your assistance. If
power is NOT a problem,
the disaster area can maintain communications by
transmitting important information ....EVERY
HOUR - AT THE TOP OF EACH HOUR....
S.A.T.E.R.N. Member Response Guidelines 2007In
a disaster situation, the following numbered responses
would be our guideline for expected sequence of events
in support of The Salvation Army [TSA].
Maintaining monthly contact with the LOCAL TSA
and working with them ahead of time helps everyone
involved. Research
on the local canteen could save valuable time in
knowing what equipment will be needed.
[*reference=Only DIVISION qualified members
can be assigned]. FIRST=DAMAGE
ASSESSMENT: Any damage or devastation should be
reported by members to your local SATERN County
Coordinator or your local TSA contact as soon as
possible. This
could be any emergency - not just weather related.
Weatherspotters on scene giving damage reports,
could be information to relay to TSA immediately --
this would save valuable time in bringing what is
needed. SECOND=CONTACTS:
The local County Coordinator [CC] should be
notified to allow for assessment and planning of
support. The
CC could access the needed manpower by sending a
"Disaster Report" to members on SATERN-KS-DIVISION
yahoo group, giving the status of the disaster.
All assignments in the local area will be
coordinated by the CC in charge. NO members should physically report for
duty assignment without prior approval by the local CC
in charge. See
Division Deployment Guidelines for more information. THIRD=LOCAL
SUPPORT: Canteens could be provided a
*DIVISION member capable of portable setup inside the
canteen, with an *operator also at the local TSA
facility setup for a local net.
*DIVISION operators could also be assigned to
ANY location that serves as a resource or support to
TSA disaster services, including the local County EOC,
American Red Cross or other agency EOC or serve as
liaison between facilities. FOURTH=DIVISION
SUPPORT: If the disaster is wide spread, or
support is required from outside the local area, the
CC will coordinate all assignments required with
available members.
The CC and members must follow the Division
Deployment Guidelines. FIFTH=HF
LIAISON: An HF operator in the disaster area
should be assigned to relay current information to the
EDS Division Headquarters located in Kansas City MO.
By relay from a local net....the HF operator
can share status updates with all members via HF
emergency net. ANY
member can net control [NC] an emergency SATERN
Division net. The
Division HF Liaison is Dan Reed N0ZIZ.
Status updates and emergency contact messages
could be coordinated through him or other available
SATERN members. Division relief HF Net Controls should
be coordinated by the Division HF Coordinator, Larry
Gunther N0MTC.
HF contact will be maintained only on an
"as needed" basis.
Due to the disaster areas' possible loss of
commercial power and in order to conserve their
emergency power -- contacts will be attempted
three times daily -- 9:00
a.m. - 3:00 p.m. - 9:00 p.m. first on 3.920+/-.5 for
15 minutes, then on 7.265+/-.5 to allow for
propagation or QRM.
This is a specified time for ALL HF members to
be monitoring in the event of a disaster within the
Division. Net
should last a minimum of 15 minutes on each band to
allow all to checkin. At the end of each net, the need for
future nets should be determined.
There is always a SATERN member on the daily
ARRL NTS nets for relay of messages and information.
Email can also be used for contacts. SIXTH=REPORTS: An HF operator should be assigned the
task to relay current Situation Reports to the SATERN
division HF net and to the national HF net every 24
hours.
SEVENTH=EXTENDED
SUPPORT:
In the disaster area, *DIVISION members
would be assigned to shelters if opened, supply
warehouses or victim processing centers ... operating
a local net. EIGHTH=REGIONAL
SUPPORT: Members in adjacent counties to the
disaster area, could provide *operators for support.
Contact with adjacent TSA facilities should
also be maintained.
If needed, notification to the local ARES EC
could be made to cover necessary communications. ALL activity for support or assistance provided by
SATERN members should be reported to JUNE JEFFERS as soon
